This quest starts when you manage to collect the sacred water and leave the Well of Urdr, that is after completing the "Well-Traveled" quest.

To begin Defensive Measures you must first complete Well-Traveled.
Quest stages of Defensive Measures
1. Find and speak to the Builder
Go to the clearing mentioned by Loki, where the Builder is going to carry out a demonstration.
2. Bring the jars to the Builder
The Builder will ask you for help in preparing for the demonstration. Carry and place three paint jars beside him.
3. Witness the Builder's demonstration
Stand on top of a pillar and witness the Builder's defensive shield demonstration.
4. Bring invaders into the shield
You can find Jotnar patrol northwest of the clearing. Engage the patrol but don't kill them.
Lure them into the Builder's shield instead.
5. Kill all invaders / Survive the attack
The Builder's shield will eventually fail. Survive and kill Jotun warriors until the Builder brings back the shield.
6. Speak to the Builder
Talk to the Builder again. He promises to build a shield to protect the entire Asgard if you fulfill his request. This will complete this quest.
After completing Defensive Measures you will get or will be able to get Extended Family.
